In een rapportering van de Europese Commissie aan het parlement erkent de Commissie dat er nog steeds een 'hoog aantal lidstaten geen of te weinig maatregelen heeft genomen' om het verloningsbeleid van de financiële instellingen aan te pakken.
Saïd El Khadraoui, die een adviesrapport maakt over het onderwerp, vreest dat ongewijzigd gedrag opnieuw tot excessen zal leiden. In zijn rapport pleit El Khadraoui voor bindende en afdwingbare spelregels voor de financiële sector en de invoering van een name and shame procedure.

El Khadraoui vraagt daarom de invoering van duidelijke principes en procedures waaraan duurzaam verloningsbeleid van directeurs en anderen die risicovolle financiële handelingen stellen, moet beantwoorden. Zowel in de financiële sector als in beursgenoteerde bedrijven.
In zijn rapport pleit El Khadraoui onder andere voor de uitbouw van sterke en onafhankelijke salariscomités die mee over de verloning beslissen. Daarbij moet rekening gehouden worden met realisaties op lange termijn (met bvb aandacht voor groene en duurzame criteria) en niet, zoals nu, vooral op korte. Om de neiging tot het nemen van risico's op korte termijn in te perken moeten de financiële toezichtshouders het operationeel risico management van financiële instellingen vooraf goedkeuren en moeten er interne procedures komen om conflicten tussen traders en risico managers te beslechten. Het rapport vraagt ook meer evenwicht tussen de vaste en variabele verloning.
Om te zorgen dat deze regels ook breed toegepast worden in de beursgenoteerde bedrijven pleit El Khadraoui ten slotte voor de invoering van een name and shame procedure.
